bump to Leaflet 1.94, replace draw with geoman, and add rotation ( #249 )

Events filters and Map Selection ( #180 )

* add filter for bounds but sort of wrong way round
* Better go at event filters
* Let user pick layers and overlays at config time
* update graticule, fix css

* fix initial basemap old maps
