f3c20ac2fb First draft of new cartodbfy function (named CDB_CartodbfyTable2) 
Still needs to be fully tested (partially tested now) using
the existing regression tests. Does not manage the timestamp
columns at this time.

7f58e1f690 Adds tests for cdb_tablemetadatatouch 
- fixes tableoid by using the proper table oid
 - tests quoted and unqouted call with OID
 - tests non existent table to fail
