Encapsulate python in __CDB_FS_TCP_Foreign_Server_Latency
...
Instead of having a generic function, merge
__CDB_FS_TCP_Network_Latency and __CDB_FS_Foreign_Server_Host_PG into
one function so that it can only "ping" federated servers.
