Remove references to VerificationRequest (#11050)
* Update references to `VerificationRequestEvent`

* Update references to `Phase`

* update references to legacy `PHASE_*` constants

* Replace `request.canAccept` with `canAcceptVerificationRequest`

* Replace `VerificationRequest` with the interface throughout

* Minor strict type fixes

* Add a couple of tests
