* Rename `ConfigOptions` to `IConfigOptions` to match code convention/style, plus move it to a dedicated file

* No attempt to fix build errors from doing this (at this stage)

By just sending them through the same code path as regular calls.
Also re-do the tests & add a test for transfer specifically.
