Check Aircraft Availability (#1177) 
* Check Aircraft Availability before Prefile

Check if the aircraft is available for flight (State : Parked / On Ground). If not throw new exception AircraftNotAvailable

* Add Exception

AircraftNotAvailable exception, used by PirepService during prefile checks.
