Adjust T202 default value to the minimum.
The minimum T202 time specified in Q.921 Section 5.9.7 is 2 seconds. It makes sense to set the value to the minimum 2 seconds in order to more likely get a TEI value before an outgoing call request aborts from T303 timeouts.
