pinned-spans utilities are now essential:
* Called by udev rules
* Called by dahdi_genconf

Add installation of the pinned-spans support to the Makefile. For the
moment, however, they are not installed unless you use ./configure
--enable-pinned or build with 'make DAHDI_PINNED=yes'

* Remove targets from the Makefile
* report PBX_HDLC in makeopts
* Only build sethdlc is PBX_HDLC is 1
* Only build dahdi_tool is PBX_NEWT is 1
* fxstest and dahdi_diag are not included in the default target
For now the only way to manually disable building a certain tool
is by changing the value of BINS in Makefile.
