wct4xxp: Add field upgradable firmware support for TE820.
This commit adds field upgradeable support for the TE820 firmware. Firmware can now be silently upgraded as part of updating drivers like most of the existing DAHDI firmware. Previous versions of dual and quad span cards did not support upgrading firmware in the field.
