FPGA_1161 rev 9605: EC related bug fixes

Astribank II FPGA firmware rev 9605. Includes two bug fixes:

* Error in checking EC licenses when the license was for exactly 64 or 128
  channels.
* Proper handling of a slave FXO Astribank (in line with the quirks
  handling from r10019).
