wctdm24xxp, wcte12xp: Remove unused 'whichframe' parameter.

'cmd_dequeue_vpmadt032' in the wctdm24xxp and wcte12xp drivers no longer
care about which frame they are on.  The command will be packed into the
eframe specified by "writechunk".
