refactor (build/gql-middleware): Introduce config as a yml file (#20992)
* Introduce Gql-Middleware config as a yml file

* use path /usr/share/bbb-graphql-middleware/ instead of /usr/local/bigbluebutton/bbb-graphql-middleware

* remove /etc/default/bbb-graphql-middleware file
