html-template	Removed localization building from build.xml. Moved the ant build to Flex 4 w/ Flex 3 compatibility. Client now builds with Flex 4 from command line, but needs Adobe's non-OS Flex SDK to work (but only because the OS version of Flex 4.5 is corrupted and can't be downloaded). 1. Copy src/conf/config.xml.dev to src/cong/config.xml
