047f1b84ad Fix 'wget-log' issue in bbb-conf 
Switch to using curl instead, which doesn't have this problem (and
outputs to stdout by default, too)

13fe03b74f bbb-record: Skip ".norecord" meetings when running --rebuildall 
Users don't expect not-recorded meetings to appear when rebuilding
all of their existing recordings.

You can still use bbb-record --rebuild on a single not-recorded
meeting to force it to process.

Fixes #6394
